37.104.101    DEFINITIONS

The following definitions apply in subchapters 1 through 4:

(1) "Advanced emergency medical technician (ECP-AEMT)" means an individual who is licensed by the board as an advanced emergency medical technician as defined in ARM 24.156.2701.

(2) "Advanced emergency medical technician (ECP-AEMT) equivalent" means one of the following:

(a) an ECP-AEMT;

(b) any licensed ECP provider above ECP-AEMT, including endorsements;

or

(c) a registered nurse with supplemental training.

(3) "Advanced life support (ALS)" means a level of care provided by any licensed ECP provider above ECP-EMT, including endorsements.

(4) "Advanced life support (ALS) kit" means equipment and supplies necessary to support the level of care and endorsements authorized by the service medical director.

(5) "Advanced life support EMS service" means an ambulance service or nontransporting medical unit that has the capacity and is licensed by the department to provide care at the ECP-paramedic equivalent level 24 hours a day, seven days a week.

(6) "Advisory committee" means the department advisory committee specified in 50-6-324, MCA.

(7) "AEMT life support EMS service" means an ambulance service or nontransporting medical unit that has the capacity and is licensed by the department to provide care at the ECP-AEMT equivalent level 24 hours a day, seven days a week.

(8) "Ambulance service" means an emergency medical service that utilizes an ambulance.

(9) "Authorization for limited ALS" means the authorization for an ambulance service or nontransporting medical unit licensed at the basic life support level to provide limited advanced life support as provided in ARM 37.104.109.

(10) "Automated external defibrillator (AED)" means a medical device heart monitor and defibrillator that is approved by the U.S. Food and Drug Administration.

(11) "Basic equipment kit" means the equipment and supplies required by ARM 37.104.204.

(12) "Basic life support (BLS)" means a basic life support level of care provided by an ECP-EMR including endorsements or an ECP-EMT without endorsements.

(13) "Basic life support EMS service" means an ambulance service or nontransporting medical unit capable of providing care at the basic life support level and licensed as a provider under ARM 37.104.109.

(14) "Board" means the Montana Board of Medical Examiners of the Department of Labor and Industry, more commonly referred to as BME or BOME.

(15) "Emergency care provider (ECP)" means any out-of-hospital provider licensed by the board.

(16) "Emergency medical responder (ECP-EMR)" means an individual who is licensed by the board as an emergency medical responder as defined in ARM 24.156.2701.

(17) "Emergency medical responder (ECP-EMR) equivalent" means one of the following:

(a) an ECP-EMR;

(b) any licensed ECP above ECP-EMR; or

(c) a registered nurse with supplemental training.

(18) "Emergency medical technician (ECP-EMT)" means an individual who is licensed by the board as an emergency medical technician as defined in ARM 24.156.2701.

(a) An ECP-EMT is equivalent to the emergency medical technician-basic as required in 50-6-322, MCA.

(19) "Emergency medical technician (ECP-EMT) equivalent" means one of the following:

(a) an ECP-EMT;

(b) any licensed ECP provider above ECP-EMT, including endorsements; or

(c) a registered nurse with supplemental training.

(20) "EMS incident" means an instance in which an ambulance service or nontransporting unit is requested to provide emergency medical services, including a mutual aid request, and for which:

(a) a patient was assessed;

(b) medical care was rendered;

(c) a patient was transported;

(d) a patient was pronounced dead at the scene;

(e) a patient was transferred to another licensed service;

(f) a patient was transferred from one medical facility to another; or

(g) the person or persons for whom EMS was dispatched refused treatment, transport, or both.

(21) "FAA" means the federal aviation administration.

(22) "Level of EMS service" means basic life support, AEMT life support, or advanced life support levels of licensed EMS services.

(23) "Nontransporting medical unit (NTU)" means a nontransporting unit as specified in ARM 37.104.111.

(24) "Paramedic (ECP-paramedic)" means an individual who is licensed by the board as a paramedic as defined in ARM 24.156.2701.

(25) "Paramedic equivalent" means one of the following:

(a) a paramedic (ECP-paramedic);

(b) an ECP provider with an endorsement above paramedic; or

(c) a registered nurse with supplemental training.

(26) "Patient care report" means an accurate and complete record of the response by an ambulance service or nontransporting unit to each EMS incident.

(27) "Permit" means the sticker affixed to a ground ambulance or a certificate placed in an air or ground ambulance indicating the ambulance vehicle has met the requirements of these rules.

(28) "Provisional license" means an emergency medical service license which is granted by the department and is valid for a maximum of 90 days.

(29) "Safety and extrication equipment kit" means the equipment and supplies required in ARM 37.104.205.

(30) "Service medical director" means a person who meets the requirements of a medical director as provided in ARM 24.156.2701 and provides offline medical direction for an emergency medical services as defined in 50-6-302, MCA.

(31) "Statewide protocol" means the statewide protocols defined in ARM 24.156.2701.

(32) "Stipulations" mean those conditions specified by the department at the time of licensing which must be met by the applicant in order to be licensed as an emergency medical service.

(33) "Supplemental training" means a training program for registered nurses utilized by an emergency medical service that complements their existing education and experience and results in knowledge and skill objectives comparable to the level of ECP training corresponding to the license level at which the service is licensed or authorized.

(34) "Temporary permit" means a written authorization of limited duration indicating an ambulance vehicle may be used by a licensed ambulance service until a permit can be issued.

(35) "Transportation equipment kit" means the equipment and supplies required in ARM 37.104.206.

(36) "Type of EMS service" means either an air ambulance fixed wing, air ambulance rotor wing, ground ambulance, or nontransporting medical unit.
