20.27.225 INMATE POPULATION MOVEMENT (COUNT) (1) The facility must have a strict accountability system to physically count every inmate. (2) The facility must have a written plan to control inmate movement within and outside the facility that is approved by the department. (3) The facility must have written policy and procedures governing the transportation of inmates outside the facility.
