(1) Whenever it appears that the ESRD appropriation for the fiscal year in question will be used up before the end of that fiscal year, the department will provide a news release to each major wire service serving Montana announcing the imminent cessation of benefits and individual notice of the cessation to each person approved for ESRD participation and to each renal dialysis center within Montana.
