1.2.215    INTERNAL CATCHPHRASES

(1) Internal catchphrases should not be placed in an administrative rule with the exception of the organizational rule, which format is set down by the attorney general.

(2) Rules should be short and written in a simple, clear and direct style that is easily understood by the user. Generally, rules should include only a single idea.

(3) Shorter rules can be more easily amended, as the entire language of the rule can be included in the notice published in the Montana Administrative Register and not taken out of context as in the case of a longer rule. A long rule is amended by citing to a subsection(s) thereby requiring the user to refer back to the entire rule in ARM.
