The department shall assess the following fees:

(1) for application for coal lease - $10.00;

(2) for issuance of each coal lease - $25.00;

(3) for filing each assignment affecting a coal lease, or interest therein, of whatever nature - $10.00;

(4) for royalties on coal mined for private use not exceeding 30 tons of 2,000 pounds - $5.00.
